It was stated in the fist post that this is AC Cloud, so, no he is not Lvl 99.

AC Cloud can't do shit really. Give him a Fire Materia or Ifrit to make it fair.

Can Cloud actually kill Cassidy without fire? I know Sentry ripped him in half but I dunno if he came back or not. Conceivably Cloud has enough speed and strength to cope with him, he can block bullets and cut up sky scrapers for example but would hitting Carnage with that sort of power do anything?
