The only real threats are OP characters and Ichigo because of his speed. Everyone else will go down pretty easily.

They really have nothing that will permanently put down Hydroman or Sandman.

I'd say the villians take this.

Add Gaara and Inoue to the heroes' side and I think they can take this, otherwise villains win.
