Tough one. Nightmare, at his weakest state with barely a body, nuked the crap out of an army while Shao Khan rules a very powerful realm in MK verse.

Dunno who wins tbh.

Tough match...both are powerhouse beasts. But i think Nightmare has a better chance of victory. Which game version of Shao Kahn is this? If it's Armegeddon he'd win no doubt. Anyother version (which is really limited to MK2 and other earlier games) wasn't equipped with his hammer.
