I dont think so.. the penance stare only works on evil spirits. Luffy has a good one. If ghost rider catches him in the chain he could burn luffy with hellfire.

Afaik penance stare deals damage equal to how evil the target is.

In One Piece Luffy is pure good, in a real work hes a mass murder (all those people hes killed during his travels) that would likely be enough to allow the stare to take him down.

Isn't GR immune to physical attacks, he does have techniques in his arsenal to defeat luffy if he can catch him. if attacks dont work on him luffy loses if they do than i can see luffy taking him down.

1) Luffy can't stop GR. GR's regen is off the hook.
2) GR can stop Luffy. Both Penance Stare and Hellfire will work on him. PS works on "good guys." It feeds you all of the pain and fear you have ever caused in others, whether they were good or evil.

GR easily wins this by Luffy BBQ.

Penance stare doesn't exactly work. I mean when did Luffy kill anyone in OP? Knocked them out, yes. Killed someone, no.

We're talking about OP here. Even the people you expect to die don't die.

He ever beat someone up? Then he's caused pain. Penance stare will work --even though it doesn't need to. Hellfire will be stompy enough.
