I think it's sweden, or denmark, but there they're law is perfect. If your caught Driving drunk, I think it's once, or maybe the second time BAM! It is considered human to let someone terminally ill, who has no chance of a cure and in extreme pain, die.
Some of them can be cured; most can have their symptoms alleviated somewhat, so they can enjoy life, even if it is in prison. That's why it's more humane.

But that's irrelevant. Even if not executed, they would still be committed to incarceration for life. That's what happens when you excuse a prisoner from execution.
