View Full Version : Why don't Shinigami clean up Rukongai?

Lots of Shinigami came from Rukongai.
They knew how bad it was and poverty stricken it was.
How come they don't help out the poor normal people?
Did they just ditch them once they became shinigami?

Because they have better things to do (like own Hollows).

I wondered about this too. It seems like the shinigami would be overpowered, though, since most of Rukongai resents them, and the rougher places like Zaraki and Kusajishi are full of scrappy fighters that would definitely pose a challenge.

Plus, there may be a reason why it's so dangerous and rough - that inspires people to learn to fight to protect themselves, or at least to want to become shinigami in order to escape from the harsh lifestyle. It's a bit of a training/recruiting pool for the shinigami in that respect. If it was just as good outside Seireitei as it was inside, then most people would probably choose to spend their afterlives NOT running dangerous missions to take out Hollows.

Rukon District is labeled 1 to 80. 1st is most ordered and peaceful. 80 is the worst. Rukia & Renji was 78, Yachiru 79, Zaraki 80.

"Why" is not the question I believe, "How". There is vast number of souls residing there, and possibly all are somewhat policed by Shinigami. In the end, there needs to be cycle (which I assume, dying in Rukon means reborn in human world)

to me they have shown an overall attitude that they really don't care enough about it. I have always wondered how they can tell souls they are about to send to Soul Society that they are going to a better place though...obviously much of Rukongai where these souls will be living is much worse.

Well, if they leave the souls on earth, they could turn into Hollows and create havoc. They have to send them to the Rukongai, regardless of where they go there.

I'm not sure what the determining factor is regarding where a soul goes after it is sent. It may follow closely to something in the Buddhist belief of karma.

Bad living conditions in the after life means that more souls will "die" and be reborn as humans on earth. I'm sure if it wasn't for wars on earth Soul Society would be pissed that science is keeping humans from dying earlier. So why help out the living conditions of the souls? The longer they live the longer it takes from another human to be born maybe?

The same reason most people don't want to clean up slums and poorer areas--it takes too much time, resources, etc. Like most people here said, the Shinigami have better things to do...

That, and it makes for a good plot element (e.g. Rukia and Renji, Kenpachi and Yachiru...).

Spc when we know there's only ~3000 members of the Gotei 13(though there's shinigamis that ain't part of it)
So at max i'd say 10k
In rukongai with 320 districts...and not unlikely billions of people... they'd likely focus on the hollows as you said.

Thats more or less like asking 1 person to oversee a million while protecting em from hollows at the same time...

Maybe it's not as simple as people seem to think. It's like some alien coming to Earth, seeing all the starving and homeless people and saying, "why don't the rich people in America (for example) take care of that?"

Because cleaning up Rukongai would mean getting up off of their collective lazy asses. They're shinigami remember. Too good for normal society.
