when akatsuki was out for the 9 tails, naruto was confronted by Kisame and Itachi, but when Jaraiya turned up they quickly retreated, Itachi could easily over-power Orochimaru but not Jaraiya?
but Orochimaru has studied countless jutsu while Jaraiya studied akatsuki, women and wrote novels, so how strong is Jaraiya if even Itachi was not willing to fight him with a number advantage???

The answer is: We don't know. Jiraiya is the least developed amongst the Sannin. Orochimaru has had four fights along with a few flashbacks, Tsunade had an arc dedicated towards her, and Jiraiya has pretty much only had one fight taking place onscreen as well as a couple of flashbacks. His personal history as well as the fullscope of his abilities are not as well-known as the other Sannin and Itachi.
It is possible that Jiraiya may very well be the most dangerous Sannin considering we haven't seen his trump card yet. We've seen Itachi's, Orochimaru's, and Tsunade's, and considering what their trumps can do, it does make you wonder what Jiraiya is capable of. Itachi wanted to avoid a direct confrontation if possible, and we haven't been given a clear reason as to why considering how Itachi dealt with Orochimaru.

true, for example, take Jaraiya's "swamp of the underworld" jutsu, it almost swallowed two snakes summoned by Orochimaru, and he decribed it as "This pathetic thing"

There's still so much left unknown about Jiraiya's fighting abilities. I look forward to a serious fight from him. There has to be some reason why he was considered one of the great Sannin and was able to graduate at the same time as Orochimaru and Tsunade. I do wonder at Jiraiya's strength since he got hit by KN4, but that was probably just an indication of his lack of preparation and not a reflection of his power.

They quickly retreated because continuing any further would have been nonsense and straying from their objective.
It's a good thing Naruto was there, though, or else Itachi could have fried Jiraiya to a crisp with Amaterasu. If Itachi killed Naruto in the situation they were in, also considering the setting(a narrow hallway in a hotel) Akatsuki's plans would have been ruined.
Also the fact that Itachi analyzed Naruto's abilities and instead commented "There's no need to worry about Naruto in his current state."

There's been a fair implication that Orochimaru is superior to Jiraiya. He's already beaten him in battle at least twice.
Please use the search function as there are numerous threads, especially in the Konoha Library for manga-related talk, concerning the trio of Orochimaru, Itachi, and Jiraiya.
