Herc by a stomp. Sampson has one mildly-impressive strength feat and a very impressive combat feat against normal people. Herc has insane strength and durability feats and very impressive combat feats against gods.

Herc dose have more feets but didnt amp Samsons strength up to whatever was needed to get the job done if so then wouldnt amp up his strength to beat herc.

He was an extrordinarily strong fighter but when he was made captive (and had his hair cut) his strength was removed (he broke his vow to God). After repenting his sin, he prayed for the strength to destroy his enemies and it was granted. He never had unlimited strength or even the ability to control his strength, iirc. Hercules bore the weight of the world.
