After the fall of the Soviet Union, there were ENTIRE MILITARY BASES without guards. A bunch of mobsters stole a whole lot of weapons from there. I'm not talking just Mac-10s or AKs, I'm talking RPGs, grenades, C4, etc. AFAIK, China hasn't fallen yet. The Triads have been worldwide since the 1800s, so it's not like they've had the opportunity to cash in on empty military bases.
