Assume your sniper of choice has all conditions for optimal performance.

I myself choose Saito from GitS. His Hawkeye allows him to hook up to a satellite for a perfect shot from huge distances.

Thing is, any of those shots are doable by Bullseye. He could most likely throw something into the building and kill the target. In order to surpass that you'd need something ridiculous like SoK or time manipulation.

Call me old fashioned, but I personally think the best human sniper (above average?) has to be The End. Just give him a good forest to hide himself in, lose the bird, have him call the spirits to give him one clean shot, and you'll get your money's worth.

I think Tatsumiya Mana from Mahou Sensei Negima deserves some mention in this. IDK about the best, but she has some serious Sniper skill to the point where she can hit people from over a Km away when her targets are hiding behind buildings out of her line of sight by ricocheting the bullets off of random objects.

Sniper can kill you from farther away with a pencil eraser.

And he'll get a perfect headshot.

Thats basically Bullseye except with a non sharp object.

The dude who shot The Killer, in Top Cow's Wanted. The Killer was on a rooftop and got blasted through the head...by a guy who was in another CITY. At night. The Killer was running at the time, on crowded rooftops, chasing a bunch of mercenaries, so there wasn't exactly a clear shot, either.

Sniper did not kill him with the eraser. It was Gourmet that later killed him by devouring and absorbing his powers.

Sniper's powers are contained within a 500 meter radius of his body, meaning his entire power covers a span of 1000 meters in diameter. Whatever he uses whether is be a marble, pencil eraser, knives or even a fuel tanker truck, it will follow it's target until it hits, is impeded by a force, or the target leaves his area.

On a side note; this Sesshoumaru should remind you fools that Sniper from Yu Yu Hakusho only needs to touch an object in order to have it locking onto one's spirit energy.

What about normal snipers? There have been comfirmed kills by real snipers from over 1.5 miles away, or 2400-2500 meters in Afganistan, even through things such as sandbags. I believe on a show on Discovery it mentioned there was a shot by a sniper (I believe it was Canadian) in Afganistan that kill a person through a sandbag or something like that and killed the person behind him at 2500 meters. I may have gotten two things mentioned mixed up, though...
