2 things....
1. Tsunade is not an average Jounin. She would sense that the rogue is near her as soon as he got close.
2. If she knows the rogue is near, all she would have to do is hit the ground, thus breaking his stealth. GG rogue...Tsunade wins

Whats the range on Shadowstep? Would the rogue even get close enough? And even if the rogue did get close enough, he would have to be able to hit her. If she senses the rogue at the last second, she will be able to dodge his hits, and once she hits the ground or hits the rogue, its GG.

^The rogue would see Tsunade before she senses/sees him. As far as I know Shadowstep instantly transports you behind your opponent, not even a mage's frost nova could react fast enough to dodge the upcoming attack (Backstab/Ambush) And also, the rogue could just use Cloak of Shadows

You still need to be within a certain range. And if she knows the attack is coming, she can dodge the initial strike. And the rogue better damn well kill her with one hit or hes going to die....which he wont be able to do.

Rogues do not go invisible. They stealth...there is a difference. If she notices him, she can see him. If she sees him, she can knock him out of stealth. And Cloak of Shadows wont save the rogue from a punch to the face by Tsunade.

That's Naruto mechanics, let's say we put Tsunade in a WoW position, he'd use Evasion which has a 50% dodge chance. But it would only be right if you gave them each a certain amount of hp

They do go invisible. They don't hide behind rocks. A rogue can be in front of your face and you won't be able to see em

^That's game mechanics, you can't have someone run around and kill everything, that would be to imbalanced. That's the same way let's say Magmadar can't be stunned. A good rogue could probably stun Magmadar do death :P

Then she punches the ground and stuns the rogue. Dodge means nothing when your stunned.

anyways, if tsunade sees him infront, she can easily spot him.
but this is what will happen
katsuya. then sit on top and watch for an opening. then punch the rogue. if you keep your eyesight on a rogue, stealth is useless.

Maybe you should set the conditions before you ask who would win. You said nothing about them being free of game settings. And if the rogue is free of game settings, as thegoodjae said, how would we know what hes capable of? Without knowing that, we dont know who would win.

In this instance there is ONLY game mechanics to judge, since you specifically said a level 70 rogue.
If you named a Warcraft Lore rogue would have done some very interesting things, then we would ofc not use game mechanics.
