Hand to hand Picard wins, with difficulty. Ship to ship Picard easily wins. Picard is also the more capable leader. He also seems more intelligent. Picard's crew, for the most part, is more capable (Data > Spock, Geordi > Scotti, Worf > ...whoever), though I'll make an argument for McCoy and Chekov.

You know, for the most part, The Next Generation was just a much, much better series. Can't fault the original, but The Next Generation is what brought the Trekkies back. Nothing before or after beats it, or comes close.

In your analysis you forgot to add in the final condition of Picard in tights.

The problem there though is that Picard ever so rarely fought with tights on that it is difficult to really gauge his prowess in those circumstances. Kirk on the other hand lost his shirt in a fight every other episode.
