If I was to rationalize that particular event it would be through the fact that Luffy impacted on Smokers Seastone tipped jutte. Then smoker hit ace and Smoke and fire seem to have some sort of relationship with one another so they both went flying.

That being said it is quite possible that some logia's are better trained than others and thus maintain their elemental status all the time or more of the time and others need to activate it.

Or... its a plot hole. Personally I like a combination of 1 and 3.
