on one hand (no pun intended), Haku could do them one-handed seals thingies, though i dont think that has anything to do with arm strengh.
And Gaara..is Gaara, not to mention that he carries a gourd of sand on his back, you gotta be physically strong to do that.

He's actually showed a bit of physical power, and his basic ninja skills are more impressive than you'd think: remember his first appearance showed off how stealthy he was, with Sasuke saying he was as stealthy as Kakashi (probably an exaggeration). The Databook supports Gaara as being a bit stronger, with 2/5 strength over Haku's 1.5/5.
