I'd still give this to Sasuke. He held his own against two chuunins at the start of the series, and he took Kakashi by surprise. Kiba lost to Naruto in a taijutsu contest...

Kiba!^^ He only lost to Naruto in the Prelims because he underestimated him and didn't take him down fast and that's when Naruto had improved from the Land of Waves and their wasn't that big of a difference between Naruto and Sasuke back then, even after Sasuke got his Sharingan.

I'm going with Kiba on this one.

It might be true that Sasuke can still use Katons, but the time differences gives Kiba more battle experience and strength as he has had more room for training. It might be a close match, though.

I'd stick with Sasuke. Although he didn't seem like much at first, he did prove himself "unique" when fighting Kakashi to get the bell. According to him, he couldn't even read his "comic" book while fighting Sasuke. Kiba may be skilled, but Sasuke will overcome him sooner or later.
