Because Oro is a selfish bastard.
He doesn't care about Sasuke's need for reviving the Uchiha clan. And he wouldn't want a whole tribe of them in Oto either, because heaven forbid one of them goes psyco like Itachi and turns on his ass. He wants to be the only one with the Sharingan.
If he did for some reason breed after getting Sasuke's body, assuming if he did, he'd have that shit contained and executed perfectly probably for the sole purpose of body swapping, and nothing more.

From what we have honestly seen out of Sasuke's sexuality (obviously not including his accidental fangirl service of kissing Naruto), he is completetly asexual much as his brother is. Yes he wants to restore the Uchiha Clan, but not for Orochimaru.
As to Orochimaru forcing Sasuke to do this, I'm sure the Snake Sannin has figured to let Sasuke have and do whatever he wants since he accepted his fate as becoming Orochimaru's future body.

As much as everyone thinks jokes that Oro is gay, it doesn't seem right.

Because Orochimaru isn't just looking for any sharigan. He wants eyes that he deems worth having, that's why he went after Itachi originally. As for now going after Sasuke, well it has been noted in the manga that Sasuke's eyes have the potential to surpass even Itachi's. Perhaps Orochimaru recognized such a thing. I really doubt Orochimaru would want to bother with having a bunch of people babysitting kids anyway. Somehow I just can't picture people like Tayuya watching over babies without smashing in their skulls from frustration.
Cause Sasuke wants to kill Itachi before the revival of the clan. To sasuke, killing> reproducing.

The Sharingan isn't something which you can get automatically. It's been said that not all Uchihas will have the opportunity to activate the sharingan so even if Oro does convince Sasuke to breed, there isn't a 100% chance that the offspring that comes out of it will have the necessary power to activate said power. And besides even Oro knows that Sasuke can't have sex when he's minor...though that rule is probably non-existant when it comes to Oro himself. :oh
