And those guys were just thugs, not Nins. Easy pickings for Genin. Because if you recall when war started at the Chunin Finals, Genma told Sasuke he was at the Chuunin Level (not ranked as a Chuunin, just as powerful as a Chuunin). So Naruto would have been at that level as well.

1] Ōdama Rasengan
2]Fūton: Rasengan
3]Fūton: Rasenshuriken
any of these jutsu could kill Zabuza in a single shot (or Kakashi for the latter 2)
