No, Shiki Fujin is a sealing technique that he created. The way I see it is that its similar to a kuchiyose no jutsu only its consist of two contracts. 1st, you sign a contract with him to get him to appear and the second contract appears when you are actually performing the jutsu. This jutsu died with Sandaime and unless Jiraiya knows it I doubt we will see it again.

I think Yondaime created it or found it through scrolls because when Sandaime was using it he apologized to the 4th for using his justu against Orochimaru.
