Inari has no combat training. He has a toy crossbow, but he's never been in a fight, at least not one in which he defended himself in anyway.

Konohamaru, on the other hand, has from the start of the series trained as a ninja. Give Inari all you want, but he's a punk ass kid who can't control chakra. Konohamaru takes this without any power-up.
