He has the experience and he can actually use ninjutsu & genjutsu. And did you forget he can access the gates too? He's most definitely better than Lee at that.

Gai understands better than anyone that unseating the last generation is the charge of youth so he would let Rock Lee win so that he can feel he has become a man. It would a huge confidence booster and there would be lots of hugging and tears involved.

Not to say that Gai wouldn't stomp his face into a jar in any other circumstance.

Gai wins I guess. The last time they were training in some Naruto episode, Gai beat Lee..
Gai taught Lee the moves, so he probably knows how to do them or reverse them.. He is the teacher. But, Lee improves greatly and soon can be equal with his teacher.
