I know that, but it's strange that he would plan anyone else other than Naruto to be the next Hokage, after all, he is the main character. Your missing the point here, she became the Hokage for other reasons, such as her physical strength, heritage, medical jutsu and so on. If Naruto had the strength to be one at the time, he would become the Hokage instead of her.

You should carefully read what he said, and tell me if he wants anyone else other than Naruto to be the Hokage.

There is no way in hell Naruto would become hokage at that time, he was hated by everyone in the village and had no chance of being elected

I think Naruto will definitely become Hokage at the end of the series. Since he's the main character, it's pretty much certain that he will be the one to defeat one of the final villans (Oro or the Akatsuki Leader). It would be kind of hard for anyone in Konoha to argue that a person who was strong enough to defeat Oro or the Akatsuki Leader isn't strong enough to be Hokage. Plus, Naruto's goal is to surpass all previous Hokages and earn the Hokage title, and in stories like this the main character usually acheives his/her goal.
