It's a numbers game but here are some stats:
Legion: (approx 8000)
-Strong Basic Infantry
-Disciplined
-Few Cavalry
-Fight As One
Qin Archers: (2000)
-Excellent Range
-Fantastic Bombardment Tactics
-Able to Fire An Endless Rain of Arrows
-Use Balistas and Crossbows
Samurai: (10000)
-Elitist Swordsmen and Archers
-Tend to Charge Without Orders
-Excellent Cavalry
-Inferior Armor
Ninja: (500)
-Stealth Units
-Good Throwing Skill
-Able to Infiltrate Qin Archers (but not Legion due to Racial differences)
-Excellent Skirmishers and Scouts
Battlefield is a Fort (Roman) in the Ordos Desert, in China.
And I know this isn't historicaly accurate.

If the 10000 Samurai are mounted. They should have a massive advantage against both the legion and the archers.
If 25% of the Archers are also hidden nin's, they aren't going to be able to use that heavy ballistics if the nins disable them allowing a full charge into the ranks of the legion.

I meant that the nin could infiltrate the archers, but haven't yet.

Ah right.
The nin would give them a good scouting advantage
What are you equiping the Legionnaires with? There standard gladius + Scutum?
I still think if a large ammount of the Samurai are mounted, they will be in deep trouble (outnumbered and against a charging Cavalry that would quickly destroy the disaplin in the ranks)

I'd actually rate Roman Legion combined army combat as greater than Samurai. One legionarie actually has quite a bit of useful kit. I'll give it to the Roman/Chinese axis. The Qin archers could potentially decimate over 50% of the samurai in the first volley.

2000 arrows are going to kill 5000+ enemy Cavalry in a single volly? Do the math :)

Legionaires can throw one of two pillae (javelins) fixed to their shields to break up incoming charges and soften up defensive formations. It was a nasty habit of theirs.
Also, the Roman's infantry are the only troops capable of resisting the Qin bombardment (by assuming the testudo).
