program for making a layout???

does anybody know of a program that could make a layout. one program that is really easy to do. like you import the files like the nav. the affil box. and other areas into the program and then it helps you will with the coding? umm and if you know of one can you give me some tutorials.

Use the stick on front page because your not all that skilled with Ps and and notes no offence.

I think Macromedia DreamWeaver has whatever you need for layouts.
