First you need a "painting" program. Some examples are paint shop pro, photoshop, ms paint or gimp. You can find ms paint in start>programs>accessories but it's not very good if you want to make complex pictures like sigs or wallpapers. Those you can make in photoshop.

Then if you really want to do something good, the mouse won't be sufficient. You'll need a graphic tablet.

Well, if you are using ms paint, look at the left to find a tool that resembles a pencil. You can adjust the colours by clicking on the colours at the botton. To draw a line, simply hold the left-click and drag a line on the white area of the screen.

I think you can experiment by yourself. I guess my explanation was quite explicit, right?
