Everybody knows Cap can dodge bullets and FTL attacks. Cap can increase his physical atributes to godlike levels if the plot demands it. He's pretty much like Marvel's Shikamaru.

SvFL = Throw out whatever feat you don't like.

Cap is the most underestimated hero to ever live. Especially in speed.

He's probably the most inconsistently written hero to ever live.
Vash probably could react to speedsters incidentally, his dodging speed is on par with Captain America's. He consistently dodges huge cross fires, point blank shots and takes out entire groups of people before they can get a shot off.
I'd rate the two of them equally in terms of speed, skill and reaction time. Cap is definitely stronger so all it comes down to is who gets lucky first or who thinks quickest. Cap is a tactical genius but for all of Vash's massive lifespan he's never shown any particularly impressive cunning.
So I'd give it to Cap, based on experience and brains but only after one helluva tough fight.
