Except Tsunade is alive. Sure, she can use a jutsu to look younger, but she's 50 some odd years old in the real world. Rukia's been dead for quite some time. We're now delving into soul-human relationships, which is sort of like interspecies mixing if you think about it. It's messed up as it is, but it certainly isn't pedophilia.

And Rukia calling Ichigo a brat was indicative of his behavior, not his age. I've called plenty of my friends brats before because they displayed auras of childish arrogance. It doesn't necessarily imply that they're 12.

In any case, what counts is mental maturity (in this specific context to a large extent since we're dealing with non human counterparts). Ichigo is just as wise (probably even wiser) as Rukia for a 15 year old High School student. And pedophilia is wrong because an older, more experienced person is taking advantage of a younger, less experienced child. This is the case not because children usually lack experience in the sexual arena (if this were true, 20 year old virgins getting hit on would be considered victims of pedophilia), but because their childish mentalities render them incapable of truly understanding wtf is going on. The experience lies in the mental arena.
