I dont think Lucifer can stay dead....(I'm not sure about this). And Lucifer did set off the Big Bang, and survived Galactic ending attacks.

But then again Preacher wont stay dead as well.

Lucifer is more resourceful and cunning. I think he stands above preptime whores like Thanos, Batman, Deathstroke, Dr. Doom etc...
In fact I think Lucifer is Omnipotent in preptime devision.
