Here is a tutorial to make a matrix background
Reset your colors by pressing D
Go to
Filter > Texture > Grain and input the following.
Intensity: 100
Contrast: 85
Grain Type: Vertical
Then
Filter > Artistic > Neon Glow and input
Glow Size: 3
Glow Brightness: 21
Glow Color: 23FF23
After that
Filter > Stylize > Glowing Edges and input
Edge Width: 1
Edge Brightness: 5
Smoothness: 1
Place a render in there or something and add text.
