That perv is so cool really. As for the discussion, I think Jiraiya is stronger then Orochimaru but he really couldn't kill him because deeo inside, he wanted his friend back. Just like Naruto didn't unleash all of his power because he didn't wanted to hurt Sasuke.

I think this is actually quite believable. I tend to lean towards the fact that Jiraiya didn't want to be bound to a set of rules, that he knew he didn't want to adhere to. I mean think about it, he has helped Konoha on countless occasions, so we know that he doesn't have anything against Konoha. I think he just didn't want to follow their rules, so he lives by his own set of rules, and in doing so, also helps whenever he can.
