Sasuke is nothing right now. All he's got is Katon Gokyuuraku no Jutsu, which has never killed anyone. It's given people some minor grazes at best. Oh, and he's also got Omote Renge (which he never uses, BTW) and Chidori (which he always uses).

All Sasuke has is his Katon jutsus, (pretty much useless), Chidori, and Shishi Rendan (has only used it once, from what I remember).

Kakashi, on the other hand, knows over 1000 jutsus, plus he has both Raikiri and Chidori. So yeah, Kakashi.
