It's prett hard to teach someone over the internet how to use a editing program. Try looking up some tut on www.google.com

The best way to learn is to start with just openening a picture and start going through the tools see what they do, then move on up to filters and effects and all that.

Yup TyRaNNous is right. Try the tools and after that, you can test the filters and the other settings. That's what i did to learn photoshop. Also try to google something like "jasc paint shop pro tutorials" or something like that. There are some sites giving some good tutorials.
