Hard to say how strong he is, we almost know nothing about him. We need to see him in action or something. Hopefully he's gonna show up soon.

It's hard to assume most people's level (of the ones that aren't main characters), but since he's Luffy's father and all and the leader of the revolutionaires, and the most wanted man by the government, so I based my guess on those things. :amuse
