This is a fight between two holders of such a title.
Competitor #1: The Dark Lord Sauron
Competitor #2: The Dark Lord Voldemort
Anything goes in this one. Overall Sauron with the ring is apparently more powerful but with a weakness.

That was only the movie. In the book it took a high elven king and a Númenórean to beat him. And Sauron killed them both before his physical form was destroyed.

Sauron only lost his spritiual form long ago in the fall of Numenour
The armour he wore at the Battle of the Last Alliance was a plot device so he could be seen

Though techniacally Lord Voldemort can essentially reincarnate (for those who haven't read the books: I don't feel like explaining it.), so you'd have to kill him like 8 times.

He could but for all intents and purposes it'd take a long time for him to do it similar to how it took Sauron many years to regain power after he was beaten by the Last Alliance.

I was rather unimpressed by Sauron. He did what? Watch a little bit. He was afreaking eye! And with the ring, he also got owned, wtf?
And pre ring, in silmarrillion, he also got pretty ownd by those guys, beorn or what his name was, and his hoe.
A better fight would been between his favorite servant, the kings of nazguhls, Oh wait killed by a hobbit and woman.
Too bad Voldemort got owned by a baby. You fail dark lords, you fail
