Well neither of them seem to be using water attacks. There are some lightning, some fire and some box based attacks. With those weird static balls being most likely some form of lightning. Which in order Enel is, composed of/immune to, immune to, immune to and Composed of/immune to.

He certainly has the fire power to dance with the, though perhaps not the jumping skills. Though his teleportation, and his immunity and his offensive parity+mantra = win.

Rayquaza's special ability -Air lock- cancels out all weather so.. My level 100 rayquaza in ruby version with ice beam, thunderbolt, fire blast, and hyper beam will win.
