Full-power Galactus is Eternity level. Last I checked, 616 Eternity embodied a universe.

Though, Galactus could use the UN; it is a part of him.

I say Galactus wins. The only hope Ideon has is if Galactus was very hungry, but even then Galactus is still a beast.
