Aquaman vs the two most classic characters from Naruto and One Piece related with the water element. For the sake of the argument Aquaman CAN'T CONTROL Kisame or Arlong directly with his telepathy.
This is version of Aquaman with the cybernetic harpoon and the beard.
Battlefield: In the middle of the Pacific Ocean
Aquaman's powers:
Aquaman has multiple abilities, several of which derive from his aquatic physiology. His amphibious lungs allow him to breathe air or water. He can withstand the pressure and cold of the depths which also provides him high durability and super strength out of the water. For instance, he can easily throw a car hundreds of yards away without much strain. He is a very fast swimmer which also translate to a high running speed on land. He is able to swim through the ocean at unmatched speeds, so fast that he can create a small tidal wave if the need arises. Arthur has been shown with the ability to throw water with the concussive force of a tidal wave.
He has enhanced senses due to his physiology as well. He can see in near total darkness and has super hearing. Aquaman's touch can also have a dehydrating effect, a consequence of how his body normally absorbs water while in the oceans.
Outside of water, Aquaman will gradually dehydrate and his physical abilities and energy will waver in response.
Arthur's most well-known power is his ability to communicate with sea life, which is actually telepathy. His range is unknown since he can summon sealife from undisclosed distances. Psychic battles he's had have reverberated around the world so it is possible that his range is worldwide. Though most often used on sealife, Aquaman has shown the capacity to telepathically affect anything that evolved from marine life including humans and Martians. His telepathy is fairly powerful, at one point helping Martian Manhunter tap into the minds of everyone on the planet. Backed by his strong will, his telepathy is a force to be reckoned with, rather than the "talking to fish" it's often mistaken for.
Further, it should be noted that he does not mentally control sealife into helping him. When he commands, most help out of respect for Aquaman, while others can also be persuaded or bargained with. Some animals, like piranha will not obey him at all due to their non-social nature.
Arlong's abilities:
Arlong is the leader of a race calling themselves "Fish-men", massive humanoids that tower over normal humans in size. Arlong notes that they are evolved forms of a human and various species of marine organisms, imbuing them with massively superior strength and speed to normal humans. Arlong is seen lifting a house with his bare hands in pursuit of Usopp, and his powerful shark-like jaws are capable of rending metal, stone and flesh alike.
Arlong's nose is among his favorite weapons. Over a foot long and lined with razor-sharp points, his nose is more than sturdy enough to use as a melee weapon. Swinging his head back and forth, Arlong defeated even Roronoa Zoro in a swordfight with this natural blade (however, Zoro had already been badly injured from his previous loss to Mihawk). In addition, he can remove his massive, needlelike teeth and use them as handheld weapons, snapping them at opponents like castanets. The teeth are replaced by a new set in mere moments, each regrown mouthful stronger than the one before. Predictably, as formidable an opponent as Arlong is on land, in the water he is nearly invincible.
Attack List
* Tooth Gum / Tooth Attack (Tooth Attack): Arlong removes two sets of his own teeth (they grow back instantly) and takes one in each hand, thus giving him a total of 3 sets of teeth (one in each hand and the set in his mouth). He uses them like killer castanets to attack, and a bite from any one of the three jaws can easily rip through stone.
* Shark on Darts / Shark and Awe (Shark Darts): Arlong launches himself at his opponent like a torpedo hoping to spear his opponent's with his prized saw-like (and allegedly unbreakable) nose. He usually does this by propelling himself from the water at insane speeds, but he can do it on land too by jumping or kicking off a solid object.
* Shark on Tooth (Shark on Gear) / Shark and Destroy (Shark Tooth Drill): Arlong launches himself forward similar to the Shark on Darts attack, but this time he opens his mouth wide and spins rapidly to use his sharp teeth to bore through the opponent like a core drill.
Kisame's abilities
Kisame's main weapon is named Samehada (鮫肌, "Shark skin"), which is a sword of comparable size to Zabuza Momochi's zanbatō. Unlike a regular sword, however, Samehada is covered in scales that shave instead of cut, much like a shark's skin (hence the name). Additionally, it has the ability to absorb any chakra around it, allowing Kisame to literally cut through his enemy's chakra. The amount that it can absorb is unclear. Finally, Samehada is a sentient weapon, and only allows Kisame to wield it.[8] When Might Guy attempted to hold Samehada and use it against Kisame, it responded with a flurry of spikes from its hilt and found its way back to Kisame.
The amount of chakra Kisame possesses is apparently considered very large, even by Akatsuki's standards. Their leader commented on his amount of chakra; a Kisame body-double at 30% power, made with the leader's Shapeshifting Technique, had as much chakra as Naruto Uzumaki possessed while drawing on Demon fox's chakra when he fought Neji during the Chunin exams, an observation made by Neji Hyuga when he observed Kisame's body-double with his Byakugan.
Kisame has displayed astonishing speed comparable to that of Might Guy, and incredible physical strength topped only by the chakra-augmented strength of Tsunade. Like everyone seen from Kirigakure, Kisame uses water-based jutsu in combination with his powerful physical attacks. He has also demonstrated that he does not need a water source nearby to perform water jutsu, an ability otherwise only demonstrated by the Second Hokage when Orochimaru resurrected him.
