make a new chapter/episode notification

that's far from comments and very easy to find.

As it is now I know way to much about developement of a new manga chapter of Naruto, no matter how much I try to avert my eyes from spoilers. For instance the the fate of a character in 328.

if there could be a note on the first html page of the forum somewhere with no comments on the chapter, that would be much better :wink

well maybe a sticky to it would work since people are going to see it anwyays, at least the topic title so they know its out.meh just an idea
