If it applies to all fiction, Psylocke, Wolverine (he has had ninja training) Kitty Pryde with the Soulsword... I can go on... will pwn him.

If just Naruto...well, we don't know the full extent of many characters, so it's an open game.

Nine Tail did get defeated before in the naruto universe. so Naruto should be able to be defeated somehow.

well I don't know. All the ninjas I would say Naruto would be a little outnumbered. I mean just in Konoha, there are a lot of ninja. And many are at higher ranks.

Does Ninja turtles count. They have dealt with a lot more then most ninjas deal with.

Naruto would lose to several individuals in his series. "OMG! KYUUBI POWER!" is given to much fanfare due to its more overt nature.

He'll take out the majority of them, but I'd say the last few will take him out. Naruto would lose that advantage when he uses Kage Bunshin.
