An 8 year old girl was given a bounty of 79,000,000 berri .. was she stronger than Arlong (20,000,000) at the time ? The answer to that question is the answer to your question .

A bounty is how much the world goverment sees you as a threat.
I read somewhere that Oda stated that if Enel went down to the Blue Sea, his bounty would be around 500 million. If the marines found out that Crocodile was Barouque Works leader before luffy beat him, his bounty would have been around 200 million instead of 82 million.
There has been a lot of crap excuses as to why luffy's bounty is still 100 million, as it should be much higher.

I suppose you could look at bounties as power levels. I guess it is somewhat descriptive of what a pirate is capable off. Although, I don't know if it can be a universal measurement that can be used in VS threads

Douriki[sp] is the only "real" power level(physical strength) measurement plot device given to use thus far.

Echoing PinkChakra, bounty =/= power level. It only tells others how much the World Government wants you dead.

Yeah, like everyone else said. Bounty = Threat.

Power levels = DB series

Douriki = OP series.

Power levels = DB series

Douriki = OP series.

Note that Douriki only applies to CP9.

Yeah but it could probably be used for anyone.
