The Vulture
Doctor Octopus
Electro
The Shocker
The Scorpion
Green Goblin
The Lizard
Rhino
The villains invade Konoha. This is not an ambush. Konoha notices
them coming from 5 miles away.
Who wins this ish?

I'm gonna have to say Villians win. Its gonna be damn hard to take out most of the villians. Although i don't know what they can actually do now (been awhile since i last read about them) i know the basics of what they can do, and the're no pushovers. The flying ones will be even harder to hit too.

If the villains act to the full extent of their powers.... They win.
Remove Electro and they get stomped, But Electro is just insanely overpowered compared to what he actually manages to achieve....

^Seriously, Electro is the deal breaker if he is at his strongest. One of the only villans to make spidey beg for his life.
Add Carnage.
Haha i didn't want to add carnage or venom. Cuz i don't think anyone in the village has the power to stop them. I even didn't want to add Electro, but i figured they should have at least one pretty tough villain.

Konoha wins. The villains are outnumbered and the ninjas have enough time to prepare an ambush and take down many of them. Electro and Rhyno will be the toughest

The problem is that Electro is A) Really, really powerful. Seriously, he should be Magneto-Level at best (heck, their powers are pretty much identical). B) He's really really stupid. And almost never uses his powers to their full extent.
He could literally shut down people's brains before they could even start thinking about attacking him.

Electro on the avg is not at that level. That was a power boost. And i'm not 100% if he still has that boost. Didnt Nate Grey get rid of that boost???

No, Electro is on that level. He's not boosted.
Although I believe his intelligence in using his powers was.
He's like Iceman in that way: He has "INCREDIBLE COSMIC POWERS!!!!!" But he's too stupid to utilize them.

Now anyone that can beat an OMEGA level mutant, especially nate grey IMO could easily take down a village in naruto. Anyways, some of the other villains are far from weaklings. Anyways with Goblin to guide him electro could use his powers much better, while Rhino could total konoha. The others contributing as well. And it is shown that the sound trio were easily able to damage the participants of the tourney. (shockers powers are similar so he could do the same)

*sigh* Thats was a power boosted Electro(by that Rose guy). He hasnt always been at that level and i'm more than sure he is not at that level currently.
