Kaku. Mr.1 wouldn't make a difference, and I believe that Kaku has the skills to take Ohm.

Ohm has the ability to predict people's moves. However, Enel, the master of this skill, as he could still predict Luffy's moves, he couldn't dodge them. Ohm would be easily defeated and it wouldn't take long after that for Kaku to beat Mr. 1.
