I don't think his dad's a pedophile as much as just trying to be a father and mother at once. I'm pretty sure he was pretty obsessed with his work and rarely took time out for his family prior to his wife's death and now its most likely he wants to be there for everything with his family. His father probably wasn't around much and so he doesn't know how to act as a father to Ichigo and the other two.

Either that or he's an incesty kind of guy.

Edit: Also, I was watching the Grand Fisher episode again, and I noticed that when Ichigo is nervous about what to do and he's got no time at all (during the scene where Rukia's waving to him and his sisters) He talks and acts alot like his dad.
