Luffy can use gears, and this is Goku after he defeats King Piccolo in Dragonball. Not to be confused with the Piccolo many of use are familiar with.
I think this would be a rather fair fight.

Luffy defeated Enies lobby and one of the strongest guys in the world with the help of friends. A much weaker Goku beat the Red Ribbon Army singlehandedly. Goku at ths point just killed a powerful monster that took over the planet singlehandedly. Both he and piccolo had a large amount of ki. Piccolo killed Shenron the dragon with one hit.and his weakest subordinate killed Kurririn.
I think it would be a fight, but Goku's Kamehameha would end this. Out of Luffy's enemy's the only one I'd see Goku having serious problems with is Enishim and that's because he isnt made of rubber. Ace Akoji etc, none of them would be a match for Son kun at this point.

Still have to give it to Goku, especially if it's after that fight.
In the very first episode of Dragonball Goku was strong enough to take bullets to the head and lift a car and even throw it.

it sounds like youre saying two different things. Even though Luffy can take bullets too. Goku by the time he defeated Piccolo Daimao was immensely more powerful than at the beggining of the series too.
