I dunno if Captain america is basically a human at physical peak in all areas then Rock Lee would beat his ass to the ground as he passes our human barriers.

These comics have a way of saying things but like making them stronger than limits they actually give somewhat. Like it is impossible for Capt to be at that level to the point that someone could work that hard as you can't peak all areas. I think he would probably win this match. While I acknowledge that Cap is fast and strong, undoubtedly super human none of those feats and raw speed feats on the level of Lee with his gates open. What Cap displays is impressive reaction speeds and an obscene level of skill with his sheild.
Lee on the other hand has raw speed that is above Caps. He went faster than Gaara's sand sheild could react with the 4th gate. Previously the sand has been shown to easily catch and deflect thrown objects from shurikens to Kimmimaro's finger bullets. Which would imply that Lee is faster than a thrown object when he's using the 4th gate, I don't think Cap is wrong although I'm open to correction.
Despite that what the battle comes down to is tactics and stamina. Lee can apparently open the first gate instantly, so basically it comes down to Cap surviving the first gate attack and taking Lee out before he can use more gates which take a little time to open. With the first gate Lee's attacks are fast and powerful but he's a very linear fighter, as stated by Kimmimaro which should make it relativley easy for Cap to block or dodge.
So Cap takes it based on the self damaging element of the gates and the time it would take Lee to open enough gates to win.

Based on the evidence, Cap beats Lee (but its all bullshit).

Cap (and Bats) is one of the most intellectually insulting characters in comics. Peak human my ass. There is no way he should survive 99% of his fights against super-powered opponents if he is "peak human." Cap using all of his strength should barely be able to move Mr. Hyde, let alone beat him up. To tear through a rocket, he'd have to be able to throw that shield at hundreds of feet per second. The best pitchers in baseball can barely throw a baseball 140 feet per second over a distance of 60.5 feet.

Actually thats because they have learned to use the speed force to prevent stuff like that. When a speedster runs without experience they not only break the ground under them, they light it on fire from the friction heat and destroy anything around them from the wind and sonic boom resulting from it. Wally explained it to Bart.

Anyways, Cap is still no where near as fast as Lee. Quicksilver would be a better comparison in speed :P

Here's some rock lee examples:

Speed: Hitting a person multiple times by jumping from wall to ceiling to floor without the person being hit touching the ground.

Strenght: hitting someone so hard the ground breaks up and sends updraft of wind, rocks and sand flying throughout a massive room. The spectators standing at least 20 meters away have to cover their faces and bodies from the shockwave.

Anyways, if you're gonna talk about recklessness, Rock Lee has exhibited it on a constant basis. He has resorted to suicidal moves in every fight he's been in. Compared to Naruto in the general case, he's somewhat careful, but overall his fighting lacks foresight and the wits that Captain America and even Naruto have shown in battle.
