I haven't seen much of Neutron, but I've seen a bit of Dexter. I think they both do brilliant things and it would be hard to choose which one is the smartest. I'd have to go undecided.

As for who would win in a battle. Dexter. I just feel that he is more adapt to physical confrontation than Neutron. Now if you mean with their gadgets, I'd say refer to the "who's smarter" comment.

This is something I've wondered about more often than I should've. In a battle, dexter for sure. he's just a beast. In smarts....I'm not so sure. I think they've both done some pretty crazy stuff, but I can't think of something that one of them has done, that the other couldn't. So for now, I'll with hold my decision in that area.

Hmm, Dexter got more brain powers I suppose, but he lacks wisdom, so he will probably misuse his creations. Neutron guy isn't as impressive at being really smart, but atleast he isn't foiled by his little sister.
