This is a continuation of creating scanlines for Photoshop pt 1. This tutorial however will teach you how to apply them and make them nice.
*NOTE: THIS IS ONLY APPLICABLE ON ADOBE PHOTOSHOP 5.0-CS2. IF YOU APPLY THIS TO ANY OTHER ART PROGRAM YOU WILL BE VERY VERY CONFUSED.

APPLYING YOUR PATTERN TO IMAGES
If you directly put your scanline pattern on an image however, some parts will only have the pattern, and THAT IS NOT GOOD!!!!!!!! The best way to apply your pattern to an image is not for it to come out so obviously, make it distinct. I will show you how in this second part.

Here's an avatar perfect for scanlines! (UCHIHA ITACHI!!!!!)Save it and use it in photoshop by clicking File > Open.

Ok, now that you have your image. On your layer window (it's usually in the most lower right corner in Photoshop), press the little icon on the bottom of the layer screen that looks like a sticky (highlighted in image). It creates a new layer for the scanlines so the scanliness wont be directly on the image.

Ok, now that you have your layer (Layer 1 in the layer window0, you must set your opacity and the way the layer will affect the original picture. On the upper left hand corner, there is a box that says Normal. Change this to Overlay and the thing next to it should say Opacity: 100%. Change this to 50% by typing in it or using the arrow.

Ok FINAL STEP! Go back to the left side bar with the icons, and press the Paintbucket tool (highlighted in picture). Change Foreground to Pattern, and click on your pattern if you haven't done it already. Click the Paintbucket tool onto your image, and THERE YOU HAVE IT! SCANLINED ITACHI IMAGE!!!!!! If you don't think it shows enough, go back to the opacity and raise it to more than 50%.
