I personally think buggy has gotten strong enough to deal with people like Daz Bones, but that is just speculation. So I'd say Buggy loses.

Luffy couldnt take Buggy at first but a Gomu Gomu No Hanabi could do it. Getting back to the match. Its all up to if Buggy has been training or not. He had to of excel somehow. A lot of time has passed. If this was Buggy at Arabasta time he would get whooped.

It is impressive that he has survived so long on the Grand Line, but this could be because he's just following Luffy's tracks, and there isn't much of an enemy after Luffy leaves a place.

If we go by that, then the thoussands of pirates before them should have cleared the way for Luffy. Fact is that this is the grand line, and Buggy Is getting stronger, we just don't know by how much. I'd say that Oda is keeping him in the story for a reason and that he was luffy's level back whe they were ineast blue. It's not far-fetched at all to say that he is an ar with Luffy now.

If it was really Buggy following Luffy's steps, then he would still be in Little Garden. I doubt they can randomly find an Eternal Pose to Arabasta there.

We all know that Buggy is strong, but he's barely anything compared to Mr. 1.

Buggy could conceivably win. It's a matter of how he uses his ability and whether he's smart about it.

Let's say Buggy has a gun. Points it at Mr. 1, but get his hand "sliced" off. At this point, he has to finish it before Mr. 1 realizes that there isn't any blood from the slash (sine he'd realize what had happened and then the strategy would lose its effectiveness and Buggy would be screwed), unless Buggy can pull of somehow making himself bleed from the wound. He just has to make a big deal about it and be distracting for a little bit.

If Nami or Ussop had the Barar Bara Fruit, they could win. Like I said, it's all about using his ability intelligently.
