they have almost the same douriki levels and they both specialize in forms of rokushiki. carnivorous zoans are more ferocious but kaku's improvisation of the giraffe is great. who would win?
this is sort of like the villain equivalent of zoro vs. sanji

I have to say Kaku ( I'm partially basing my opinion on the fact that Kaku is cool... o.o )

I'd probably have to go with Jyabura, carnivorous zoan+experience+Tekkai kenpo, keep in mind that a standard Tekkai is steel hard, while Jyabura a Tekkai expert has honed this technique so much to be able to move in it, his Tekkai must be hard as hell and the only rakyaku that could probably break it would be Amanedachi

I think Kaku was stronger.
And what would Jyabura do to get past his square defense?
While Jyabura got defeated by kicks and we all know how good Kaku is at that.

Shigan seems to be a penetrating attack designed to overpower tougher defenses. Hence the use of Jushigan, Tekkai Kenpo and overall more DF expierience, lying decieving personality. Carnivorious Zoan and less reliance on Rankyaku means the win for jyabs.
