Basically, their moves are the same... increasing speed.. which is faster could never be determined... except by Oda himself.. but the difference is what they call their moves.. its really up to them to name a move.. the CP9 calls it Soru.. kuro calls it something else...

its not like soru is a "world-accepted" naming for increasing speed..

Yeah pretty much what everyone said, with soru you have full control and awarness of yourself and the things arouind you. But with Kuro's tecnique he just went really fast, but he had no control over his attacks.

Oda already answered the question as posted above, though Soru differs from person to person, seeing as how Blueno commented on Luffy using Soru in Gear 2, and he was much faster. So I suppose if someone of the same level used either, they'd be about the same speed. Ahough I'd say Captain Kuro's normal speed is much slower than his Shakushi, seeing as how he completely loses himself, so I'm sure there should be a great enough advantage to make that risk worth it.

Kuro's techniques are used differently from Soru. Soru was explained, but I'm not sure about Kuro's.
