Laboon is a freakin' huge whale :nuts,but I don't think that's the biggest though.
I think it's the Gold Fish Sea Monster (well it looks like a goldfish to me) at the end of Little Garden arc.This is when Luffy's pirates leaving the Island and the 2 giant warriors help them to escape.
OMG....that fish is like a continent :amazed It's SOOOOO HUGE that it can eat an Island :)

The goldfish is the biggest. Laboon's species are only supposed to grow to be as big as an island. That goldfish's turds were mistaken by giants to be islands. Therefore, the fish is the biggest.
